This selection aligns with the active regions of the Shiraka programme, a partnership between the Netherlands and the Middle East and North Africa. Through Shiraka, the Netherlands supports societal development across the region, with a particular focus on fostering democracy, strengthening the social contract between governments and citizens, and enhancing civic participation in governance. As a result, the countries included here reflect where we have the strongest engagement and where the Shiraka programme is most active, driving meaningful change through citizen-government collaboration.
